IPC Nutrition Specialist

IPC Nutrition Specialist based in Dakar for IPC Global Support Unit (IPC GSU) Hosted at FAO-UN, FAO-HQs, seconded from Action Against Hunger
Main responsibilities:
§ Technical support for capacity development and delivery of IPC Acute Malnutrition
analysis : Lead and facilitate IPC AMN analysis by engaging with partners at country level ;
support country IPC technical working group for the preparation of IPC AMN analyses,
including gathering, re-analyzing and organizing data; provide technical guidance to
country stakeholder on data collection and analysis to ensure that data meets the
minimum requirements for IPC analysis ; conduct IPC AMN training for regional and
country level partners and other thematic topics as need (like SMART survey).
§ Planning and Coordination Support at Regional and Country Level: Contribute to regular
planning of IPC AMN activities at regional level ; support multi-partner coordination
efforts of the planning and implementation of IPC AMN training and analysis at regional
and country level ; advocate for and support the expansion of data collection by partners
and consequently IPC AMN analysis coverage at country level ; support coordination
efforts with regional-level Action Against Hunger technical support service for nutrition
assessments.
§ Successfully coordinate, support, lead and co-lead IPC AMN in Djibouti, Madagascar, Mali,
Burkina Faso, Haiti, Mozambique, and Tchad

Social Policy Specialist

Main responsibilities:
§ Strategic data focal point of UNICEF Madagascar (mainly MICS and DHS surveys)
§ Ensure the data on child vulnerability and poverty’s availability and improvement for an increased use in policy
and programming.
§ Strengthen the coverage and impact of social protection for children through the development of social protection policies, legislation and programs by ensuring increased coverage and impact on children and leaving no one behind.

Health and Nutrition Monitoring and Evaluation Officer

Main responsibilities:
§ Acted as a principal Monitoring and Evaluation Officer of a 10-years Word Bank Nutrition and Health program in Madagascar (40 million $) focus on stung reduction and nutrition behaviour change.
§ Program Performance Monitoring: Provide technical support to Government and partners to ensure that UNICEF's nutrition program has quality information to assess progress towards expected results established
in annual work plans.
§ Ensure that UNICEF-supported evaluations are designed and implemented to establish UN quality standards. The results are disseminated in a timely fashion to stakeholders to improve program performance and contribute to wider learning.
§ Situation Monitoring and Assessment: Provide technical support to ensure that the program section and
national partners have a timely and accurate measurement of change in conditions in the sector to facilitate
planning and to draw conclusions about the progress, result, and impact of programs or policies.
§ Monitoring Capacity Building: Provide technical support to ensure that national partners' monitoring capacities – Government and civil society – and program section staff are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
§ Coordination of donors' reports (ECHO, CERF, DFID, USAID and Natcom-Japan, Danish)

Main responsibilities:
Oversee Methodology and Data Collection related activities of National Institute of Statistics, including:
§ Implementation of the country standard operating data management for national statistics collection in
economics, demographics, health and social protection, and WASH in collaboration with cross-sectorial
ministries.
§ Contribute to the definition of the national statistics strategy (program)
§ Provide technical contribution to the definition of the monitoring and evaluation tools for the national statistic
Strategy and its implementation nationwide.
§ Provide technical contribution to all statistical data process (design, data collection, research and analysis)
according to the INSTAT annual plan.
§ Provide a valuable technical contribution for designing and implementing operational research on behalf of
INSTAT especially for Madagascar Vulnerability Assessment Committee (MVAC) on Food Security survey,
Urban Vulnerability Assessment and Nutrition, Market Analysis and CFSAM.
§ Promote the national statistic codification exercise using adequate methodologies and harmonization tools
